MoFA Procedure:

All original certificate and documents have to be first attested or Apostille by the respective agencies and authorities in the State from where the particular document and certificate is issued. Personal documents are attested by the General Administration department/ Home Department. Educational documents and certificates are first attested by the Education Department of the concerned Union Territory/ State Government. The details of the RACs that is Regional Authentication Centre in the UTs/State Government can be found online. The Ministry of External Affairs attests all documents and certificates on the basis of the signature of the respective signing authorities of the Chambers of Commerce/ Union Territory/ State Government; thus it takes no responsibility of the contents of the certificates and documents.

These documents and certificates are pre-authenticated by the designated Chambers of Commerce before the attestation done by the Ministry of External Affairs.

Apostille

India is Hague Convention Member of October 5, 1961. Thus, abolishing the requirement of legalization of foreign public requirements. Apostille is acceptable in 114 members of countries of the Hague Convention. Apostille is done for personal documents and certificates such as marriage/ death/ birth certificates, Power of Attorney, Affidavits, etc., and educational certificates like secondary level certificates, diploma, degree and matriculation.

Documents needed for personal/educational certificate attestation for MEA attestation

You have to submit only original documents authenticated by the respective authorities of the State Governments as the Ministry of External Affairs Apostille only these documents. Apostille is done on the reverse side of the original certificate or document. The applicants have to submit the below mentioned documents:

• One clear photocopy of the document
• Original document to be apostilled or attested
• One clear photocopy of the passport

Documents and certificates can be deposited in our 'Collection & Delivery' counters between 0900 hrs and 1800 hrs. Certificates can be deposited and collected back either through an authorised representative or in person. Certificates and documents would be returned/ delivered only on production of receipt for payment of service charge. However, in case the document or certificate is found fake at any stage, the same would be seized by the Ministry of External Affairs. The Ministry might also take a legal action against the applicant.
